I've got a waist with an attached impact vest that I like, but it does ride up a little after some time on the water which can be annoying to push back down.
I recently got a seat, but haven't had a chance to try it yet to compare, so, for now, my vote has to go with waist...

I have tried both. Seat stays in place and provides more lower back support.

The better the kiter, it seems, the more they go for waist harnesses.
The impact vest does help keep it from riding up, however it still can. I tried seat harness and didnt like them because they seemed to restrict tucking the legs up tight to get the board on.
So I went to board/short harness. Had the best of both worlds - leg straps to keep the harness low - which is a good position when learning - and did not restrict pulling the legs up to the chest to get the board on.
